General Accountant: Promoting Project Management Mechanism for Public Contracts

The General Accounting Office is promoting the establishment of a project management mechanism for public contracts, with the aim of improving bidding and implementation processes. The relevant study has been completed and will be put out for consultation with the Ministries of Finance and Transport, as well as the Deputy Ministry of Research and Innovation. This initiative comes after an audit by the Audit Office regarding the procurement of systems to protect critical infrastructure from drones, which highlighted problems in project planning and monitoring. The audit showed that the Police had failed to procure the systems for a decade, while the system that was last tested did not work. The Audit Office had pointed out the need for a maintenance contract and the requirement of experience of the bidder in installations within the EU or the United Kingdom, however, some of these recommendations were not accepted. The system was eventually terminated without financial loss, due to the seizure of the guarantee letter. The General Accounting Office has already posted the name of the unsuccessful contractor on the register of excluded public contracts, while 45 professional procurement officials have been certified after training. The Police will join the second cycle of training from 2026. The General Accountant stressed the need for trained document drafters and the purchase of specialized services where required.
