Russian Shadow Fleet Tanker Potentially Anchored off French Coast

Published January 25, 2026, 14:14

A tanker, the Grinch, has been seized by France in the Mediterranean and is being guarded by the French navy near a port in southern France. The vessel is suspected of belonging to Russia's 'shadow fleet,' which is used to circumvent EU sanctions. France intercepted the Grinch in international waters and escorted it to the Fos bay, where it will be made available to the Marseille prosecutor for a preliminary investigation regarding the lack of flag hoisting. The ship appears on UK sanctions lists under the name Grinch, but as Carl on lists compiled by the EU and the United States. This inconsistency in naming complicates the enforcement of sanctions. Naval and air exclusion zones have been established around the vessel. France has also seized another ship linked to Russia, the Boracay, a move condemned by Russian President Vladimir Putin as 'piracy'. A total of approximately 598 vessels are suspected of being connected to the 'shadow fleet' and are subject to EU sanctions. The seizure of the Grinch is part of a broader effort by France and the EU to identify and seize ships violating sanctions against Russia.
