White House Unveils Plan for Post-Gaza

The White House has announced a new plan for the day after in Gaza, based on a separation of powers between day-to-day management and higher-level strategic oversight. The plan envisions the creation of three key bodies: the Non-Constitutional Administrative Group (NCAG), the Peace Council, and the Gaza Executive Committee. The NCAG will be responsible for restoring basic public services and rebuilding political and administrative structures in Gaza. Dr. Ali Saat, a technocrat with no political affiliations, will head the committee. The Peace Council, chaired by Donald Trump, will have overall strategic oversight, set policy direction, and ensure financial mobilization and accountability. The Gaza Executive Committee will serve as a liaison between the technocratic administration and international and regional actors. Its composition includes representatives from Turkey, the United Arab Emirates, Israel, and the United Nations. In addition, Bulgarian diplomat Nikolai Mladenov has been appointed as the High Representative for Gaza, with responsibility for coordinating between the bodies. In the security sector, the International Stabilization Force (ISF) will take on the demilitarization of the area and ensure the provision of humanitarian aid. The plan provides for initial funding from donor countries and the creation of a special fund at the World Bank for the reconstruction of Gaza, given that over 85% of homes have been damaged.
