265 Lobbyists Registered in Cyprus: Regulations and Penalties

In Cyprus, 265 individuals have been registered in the Lobbyist Registry following the full implementation of the relevant law in March 2024. The law, passed in 2022, legalizes lobbying, establishing strict transparency rules to prevent corruption. Lobbyists are defined as representatives of economic or business interests in areas such as energy, health, and the environment. To register, individuals must meet specific criteria, including providing a clean criminal record and disclosing the ultimate beneficial owner of the company, in the case of a legal entity. State officials are obliged to check if their interlocutor is a registered lobbyist before each meeting and to record the subject of the discussion. The Anti-Corruption Authority conducts checks by cross-referencing the lobbyists' semi-annual reports with the officials' statements. Failure to comply with the procedures entails severe penalties, such as imprisonment of up to three years and fines of up to €30,000. The law aims to create a new culture of accountability, where any intervention in public policy is carried out transparently. This regulation is considered an important tool for combating corruption and strengthening democracy in Cyprus.
