The European Central Bank (ECB) is observing a trend among Eurozone companies to retain their workforce instead of proceeding with layoffs, a practice referred to as 'labor hoarding'. This is happening despite the deterioration of the business environment, as companies anticipate a potential improvement and a future need for hiring. The ECB categorizes companies into three groups: those unaffected, those retaining staff, and those making layoffs. Companies that retain staff are less pessimistic about the future compared to those that lay off employees. The ECB's 'labor hoarding' indicator remains higher than the pre-pandemic average, indicating continued uncertainty and expectations of recovery.
