Cyprus in Early 2026: Realism, Restraint, and the Limits of Political Pressure

Cyprus enters 2026 with renewed momentum in negotiations regarding the Cyprus issue, following a change in leadership on the Turkish Cypriot side. The new leader, Erhurman, has set four conditions for meaningful talks: a time frame, preservation of previous convergences, functional political equality, and avoiding a return to a pre-negotiation status quo in case of failure. These conditions aim to avoid endless negotiations that do not yield results and address structural imbalances. The most challenging aspect remains the implementation of political equality, with the Greek Cypriot side resisting mechanisms such as rotating presidency. There is a tendency to link political equality to other issues, such as the presence of Turkish troops, in an attempt at strategic evasion. The success of the process depends on the ability of both sides to agree not only on the final goal but also on the rules of the road.
