Greece: Action Plan for Air Traffic After Blackout

The Ministry of Infrastructure and Transport has prepared an action plan to upgrade air navigation, in response to the recent 24-hour blackout at the Athens FIR which caused chaos at airports. The plan includes 364 actions, organized into seven pillars, aimed at complying with EU law and modernizing air traffic management systems. The action plan focuses on the development of Data Link services, the upgrade of the TopSky ATC One air traffic control system, and the resolution of issues related to contracts such as VCS. The implementation of the plan began in June 2025 and is expected to be completed in December 2028, with progress reports submitted to the European Commission every six weeks. At the same time, a prosecutor's investigation is underway into the incident, with an emphasis on the possibility of cybercrime. The ministry has committed to full transparency and cooperation with the authorities, in order to clarify the causes of the blackout and prevent similar incidents in the future. The action plan is a critical strategy for Greece, as it responds to formal infringement procedures and serves as a roadmap for the modernization of air transport and the strengthening of institutional capacity.
