The Department of Public Administration and Personnel has published the data on the salaries of public employees for the period January 1st to June 30th, 2026. Salaries start from €9.48 per hour for the lowest scales and reach €46.12 for the highest. In scale A1, annual earnings range from €15.1 thousand to €17.2 thousand, with an average hourly rate of €9.48. In scale A8, annual earnings range from €24.5 thousand to €45.8 thousand, with an average hourly rate of €18.17. In the highest scale A16, salaries reach €71 thousand to €99.2 thousand, with an average hourly rate of €46.12. Salaries include basic salary, general and cost of living increases, as well as annual increments. According to estimates by the Ministry of Finance, the increase in public employee earnings for 2025 is estimated at 6.9%, reaching €4.1 billion. Expenditure on employee compensation is estimated at 11.8% of GDP in 2025 and 11.7% in 2026. The increase is due to the forecast for the ATA, the increase in salaries of the OKYPY, the increments and the general increase of 1.5% from October 2024.
