This doctrine aimed to economically and politically support Israel through cooperation with non-Arab Muslim countries such as Iran, Turkey, Ethiopia, and Sudan. The creation of the Eilat Ashkelon Pipeline Company (EAPC) in 1968 between Israel and Iran is an example of this cooperation. After the Islamic Revolution in Iran in 1979, this doctrine collapsed.
