State Aid Supervisor: No Risk of Distortions in Cooperative Bank Restructuring

Published January 8, 2026, 11:26

The Supervisor of State Aid, Stella Michaelidou, announced that the modification of the Cypriot scheme for the Cooperative Bank does not create a risk of distortions in competition. The modification concerns the possibility of the Cyprus Asset Management Company (CEDIPES) to repurchase portfolios of non-performing loans protected by the Asset Protection Scheme (APS). The European Commission had initially expressed some observations, but concluded that there is no new aid to CEDIPES, but rather utilization of the initial aid. The modification does not affect Cyprus's claim to receive revenues from the restructuring of the Cooperative Bank, while also ensuring the maximization of asset value and the reduction of liquidation costs.
