Unimplemented Provisions from a 9-Year-Old Law Highlighted in Cyprus' Legislative Report

The Commissioner for Legislation, Sophia Cleopa Hadjikyriakou, has published her semi-annual report to the Council of Ministers, documenting outstanding obligations and commitments arising from various laws. The report includes a systematic monitoring of new laws and regulations, as well as the obligations they entail for various government bodies. The Commissioner formally points out these obligations and tracks their implementation, submitting reports every six months. A significant finding of the report is the existence of outstanding issues dating back to 2017. For example, the law on the General Health System of 2017 still lacks the appointment of a Secondary Medical Council and a Control Committee, despite assurances that the relevant regulations would be issued in 2023. Furthermore, the report mentions outstanding issues regarding the Independent Anti-Corruption Authority, such as the failure to maintain registers of named and anonymous complaints, as well as registers of the Authority's actions and investigations. Similar outstanding issues are identified in the regulations for transparency in public decision-making. The Commissioner for Legislation's report aims to assist the executive branch in identifying and coordinating the implementation of legislative obligations, ensuring the timely application of laws and compliance with Cyprus' international commitments.
