Circular on Teleworking in the Public Sector: All the Information

The Ministry of Finance has issued a circular regarding teleworking in the public sector, which will begin on April 2nd. The circular, along with a recently published handbook, provides detailed information, requirements, and steps that supervisors and employees must follow. A basic prerequisite is the ability to perform tasks remotely, based on their nature and the available technological means. Employees working in shift systems are excluded from the application of teleworking, while the Council of Ministers has the authority to exclude other categories of employees. Employees and workers who have completed at least one year of service in their position are eligible for teleworking. Services must provide employees with the necessary technological equipment, such as laptops, access to the telephone system (Cisco Jabber), and email (Microsoft Office 365). Also, the installation of the Office Automation System (eOASIS) is necessary for access to correspondence and documents, while complying with security rules. In the initial phase, teleworking will not be available to employees who use specialized information systems, as an upgrade of the technological infrastructure is required for secure access to them. The implementation of teleworking is gradual, with an emphasis on data security and the efficient operation of services.
