US Proposal to Zelensky: $800 Billion and Security Guarantees for Donbas Concession

International negotiations for peace in Ukraine are at a critical juncture, with the US proposing an agreement to Volodymyr Zelensky that includes the concession of territories in Donbas. In return, Ukraine would receive $800 billion for reconstruction and security guarantees from the West. This proposal places Zelensky in a difficult dilemma, as acceptance carries the risk of non-binding commitments, while rejection means continuing a bloody war. According to Corriere della Sera, the agreement has already been drafted into four documents, the most controversial of which concerns the concession of 20% of the Donetsk region still controlled by Ukraine to Russia. Croatian Prime Minister Andrej Plenković emphasizes that it is important for the concession not to be de iure, so that there is room for review in the future. Ukrainian public opinion is expected to react strongly to the territorial concessions, while there are fears that the loss of fortifications in Donetsk would leave Ukraine exposed to new Russian attacks towards the Dnieper and Odessa, endangering access to the Black Sea and the country's independence. To offset these risks, the US is offering a significant $800 billion economic aid package for the reconstruction of Ukraine, under the guidance of BlackRock. At the same time, they are offering security guarantees, the details of which have not yet been disclosed. Talks are continuing in Abu Dhabi with the participation of delegations from the US, Russia and Ukraine.
