Bill to Amend Protest Law in Cyprus: Hoods Allowed Under Conditions

A bill is being promoted to amend legislation regarding public demonstrations in Cyprus, following consultation with the Ministry of Justice and the Legal Service. The key change concerns the permitted use of hoods, which will be allowed unless the user moves threateningly or carries dangerous objects, in which case the Police will have the right to request identification. Furthermore, the designation of an organizer for each event will no longer be required, allowing for spontaneous gatherings. The Police will not be able to disperse a gathering due to isolated incidents of disruption, but will restrict or arrest the troublemakers. MP Irene Charalambidou recalled that the original bill had been deemed problematic by the OSCE, violating basic human rights, and that the proposed changes aim to fully comply with the organization's recommendations.
