The Commissioner for Administration in Cyprus identifies a legislative gap regarding the rights of people with disabilities to be accompanied by guide dogs in public and private spaces. The investigation began following reports of access problems for people with guide dogs in various locations, such as cafes in forest parks, public transport and tourist buses. According to the report, the legislation does not adequately guarantee the right of access with guide dogs, resulting in different practices from business to business. In some cases, access is permitted, while in others it is prohibited, even in places where the law should ensure it. The Commissioner proposes the legislative guarantee of the right of access to all spaces and means of transport, without additional charges or restrictions, such as the mandatory use of a muzzle and leash, which are not necessary for guide dogs that have been properly trained. The legislative regulation is considered a fundamental issue of human rights and social inclusion. The Ministry of Transport has added the condition of using a muzzle and leash on public transport, despite objections that they are not necessary for guide dogs. The Commissioner calls for immediate action to bridge the legislative gap and ensure the equal participation of people with disabilities in social life.
