The decision was justified by Yang's "incompetence" in fulfilling the requirements of his position, with Kim describing him as unsuitable for the responsibilities entrusted to him. The North Korean leader also criticized the government bureaucracy in general, accusing officials of "irresponsible, crude, and incompetent" behavior that led to difficulties in the modernization program of the Ryongsong Industrial Center. Kim Jong Un's criticism focused on the lack of efficiency and the "defeatism" of some officials, emphasizing the need for more capable people in economic management. He notably stated that Yang was like a "goat pulling a cart," meaning he was unfit for the task assigned to him. This move comes at a time when North Korea is facing economic challenges and trying to modernize its economy. The dismissal of Yang Sung Ho is part of a broader effort by Kim Jong Un to reorganize the government and eliminate incompetence and corruption. In December, the leader had already warned of the need to eradicate "evil" elements from the state apparatus. The use of euphemisms such as "deviations from discipline" in official media suggests potential corruption cases. Meanwhile, North Korea is preparing for the first Workers' Party Congress in five years, where the main directions and challenges facing the country are expected to be presented. The dismissal of the Vice Premier of the Government may be part of the preparations for the congress and an attempt to strengthen the image of the leadership.
