The Cypriot Republic is facing pressure regarding the management of the protected Natura 2000 area of Ayia Thekla – Liopetri, with the threat of referral to the European Court looming. The discussion in the parliamentary Trade Committee highlighted the conflict between the development pressures of local authorities and Cyprus's environmental commitments to the EU. The pressures concern the legalization of building violations in hotels, the conversion of unfinished projects, and controversial environmental permits. The Department of Environment is evaluating a Supplementary Special Ecological Assessment (SEEA) study prepared to support the municipalities' objections to the Local Plan, which limits building height. It is noted that permits have been issued for more floors than provided for in the Local Plan, while there are also illegal constructions. The construction of the Ayia Napa Marina and interventions in Liopetri have already caused significant impacts on the ecosystem. The Audit Office denounces an orchestrated effort to serve interests, reporting amendments to environmental reports without new scientific data, but based on economic pressures. It warns that this tactic puts Cyprus at risk in Brussels.
