Pending Provisions of a Law Enacted Almost a Decade Ago

The Commissioner for Legislation, Sofia Kleopa Hadjikiriakou, has documented the obligations and pending issues of Ministries as they arise from legislation in her semi-annual report for the period July 1, 2025 - December 31, 2025, which was sent to the Council of Ministers. The report constitutes a consolidated detailed statement of the Commissioner's observations regarding obligations and actions resulting from legislation concerning the Council of Ministers, Ministers, Deputy Ministers, Independent Officials, Services, Departments, etc., for the period from July 1, 2025 to December 31, 2025. The Commissioner systematically monitors all new Laws and Regulations as published in the Official Gazette, including laws ratifying international treaties, and points out in writing to the competent authorities the obligations and actions arising from them. She then monitors the progress of implementation/compliance by the competent authorities with her observations, and every six months sends a relevant Report to the Council of Ministers, which includes both the observations of the semester and previous observations that have not yet been complied with by the competent authorities, for the purpose of easier monitoring of the implementation process. The report notes that there are pending issues dating back to 2017, such as the appointment of a Second-Level Medical Council and a Control Committee under the General Health System. Despite assurances of progress on the relevant regulations, the Commissioner is still awaiting updates. Furthermore, pending issues have been identified regarding the regulations for the establishment and operation of the Independent Anti-Corruption Authority (2022), particularly concerning the maintenance of registers in electronic and printed form, such as registers of complaints and investigations. The report highlights the importance of timely implementation of laws and regulations, as well as compliance with the country's international obligations. Systematic monitoring and timely highlighting of pending issues aim to assist the executive branch and coordinate the implementation of legislative provisions.
