OECD Team in Cyprus to Assess Housing Needs

An OECD team visited Cyprus between January 21 and 23, 2026, as part of the project “Design and Implementation of Models and Policies for Affordable Housing.” The purpose of the visit was to collect data and map the existing situation and policies applied in Cyprus regarding affordable housing, as well as to identify further housing needs. The project is funded by the EU’s Technical Support Instrument and implemented in collaboration with the European Commission’s Reform and Investment Support Group. The goal is to design and implement reforms to improve the supply and access to affordable housing. The OECD team met with representatives from various ministries, organizations, and bodies in the construction sector, where the main challenges and opportunities for reforming housing policy in Cyprus were discussed. Issues discussed included the production of new affordable units, the utilization of existing housing stock for rental purposes, facilitating affordable housing providers through funding tools, and the sustainable use of land for the production of affordable housing. The project is expected to contribute to the presentation of best practices and the development of policies to strengthen citizens’ access to affordable housing.
