Cyprus: Law on Commissioner for Legislation Passed – A Milestone

The Commissioner for Legislation, Sophia Kleopa Hadjikyriakou, has hailed the unanimous passage of the "Commissioner for Legislation Law of 2026" by the House of Representatives as a landmark achievement. The law formally establishes the institution of the Commissioner for Legislation, which has been operating since 1971 but has never had a legal basis. The new legislation enshrines the independence of the Commissioner, clarifies their powers, and ensures transparency and accountability. The Commissioner for Legislation's mission focuses on reviewing and modernizing legislation, aiming to improve the legal framework and promote the rule of law. The law aligns the institution with modern European and international practices, while also enhancing public trust in its work. Ms. Kleopa emphasized that the passage of the law confirms the state's willingness to strengthen transparency and the quality of legislation. The existence of a stable legal framework, according to the Commissioner, is particularly important to ensure the effective functioning of the institution. Finally, Ms. Kleopa pledged to continue working to modernize the legislative framework, fully aware of the institutional responsibility that comes with her role and committed to the principles of the rule of law, for the benefit of society and democracy.
