A confidential plan by German military authorities warns that cyberattacks, sabotage, and disinformation campaigns could be a prelude to a new war in Europe. The Operational Plan for Germany (OPLAN) views hybrid warfare as part of a broader military escalation and states that such actions “can essentially function as preparation for a military confrontation.” Germany is taking on a central role in planning logistical support and strengthening allied forces, given Russia’s increasing aggression. The plan foresees Germany functioning as an operational base and transit corridor for NATO troops, making it one of the first targets in the event of a conflict, for both military and civilian infrastructure. The OPLAN outlines a five-phase escalation model and states that Germany is already in the first phase, focusing on threat detection and coordination. It also foresees an expanded role for domestic military forces in protecting critical infrastructure.
