Justice Ministry Issues Guidelines for Serving Legal Documents Abroad

The Ministry of Justice and Public Order has issued guidelines on serving legal documents abroad. The procedures vary depending on the destination country, distinguishing between EU member states, countries party to the 1965 Hague Convention, and countries with bilateral agreements with Cyprus. For EU countries, service is done electronically through the Ministry, with documents submitted in PDF format. For countries under the Hague Convention, the process is in printed form and is carried out by post through the Ministry. Regarding countries with bilateral agreements, such as Russia and Ukraine, service begins at the District Court and is forwarded through the Ministries of Justice and Foreign Affairs. The service fee of €7 must be paid via bank transfer to a specific Ministry account, and proof of payment must be attached to the documents.
