New Bill Aims to Strengthen Civil Protection in Cyprus

The Cypriot Ministry of Interior has drafted the “Civil Protection Law of 2026” bill, which is currently under public consultation until January 23, 2026. The purpose of the bill is to establish a national civil protection mechanism to improve the effectiveness of preparing for, responding to, and managing natural and man-made disasters, such as earthquakes, fires, and storms. The bill provides for the operation of a “Basic National Crisis Management Plan” and a “National Crisis Management Coordination Center,” with the Council of Ministers exercising overall supervision. In the event of a threat to the life or property of citizens, the National Coordinator may declare a state of civil protection, with the approval of the Minister. The National Coordinator, who will be appointed by the Council of Ministers following a recommendation from the President of the Republic, will be the head of the mechanism during crises. They may come from the public or private sector, with a term of up to five years and the possibility of renewal for a total of ten years. The Council of Ministers has the power to dismiss the Coordinator. The bill includes strict penalties for offenses related to the protection of the forest environment, such as dumping waste or causing damage to vegetation, with penalties ranging up to one year in prison or a fine of €5,000.
