Organized Crime in Cyprus in the 90s and Today

Published January 2, 2026, 10:26

Organized crime in Cyprus has historically not taken the form of large, international mafia networks with strict hierarchies. Instead, it was characterized by loosely organized groups and circles of individuals operating at the local level around specific illegal activities, such as drugs, illegal gambling, and prostitution. Members of these groups were often connected by bonds of friendship or kinship. Although their activities did not have the violent consequences seen in other countries, they are responsible for a significant number of criminal acts, including murders. The 1990s were a particularly violent period in Cyprus, with a war between factions leading to a relentless cycle of bloodshed. Over the past three decades, new groups have emerged, with periods of remission and exacerbation in criminal activity. The economic development of Cyprus, especially in the 1990s, created opportunities for illegal activities. Illegal gambling has evolved from underground clubs to online platforms, while human trafficking has moved from cabarets to secret locations, facilitated by the internet. Cypriot society has changed, and crime has adapted to these changes.
