Pay-As-You-Throw System to be Implemented in Cyprus by 2026

The Ministry of Agriculture, Rural Development and Environment is promoting the "Pay-As-You-Throw" (PAYT) system to reform waste management in Cyprus. The implementation will take place in two phases, starting in 2026 with "large and special producers" and expanding universally in 2027 to all municipalities and communities. "Large producers" include hotels, restaurants, industries, shopping centers, educational institutions and hospitals, while "special producers" refer to airports, ports, camps and the Central Prisons. The goal of PAYT is to apply the "polluter pays" principle, increase the separate collection of waste for recycling and composting, and charge waste producers a fee based on their waste generation. The delay in implementing the system, despite the existence of relevant legislation since 2024, is being addressed by the implementation of projects by the Department of Environment, with a total budget of €25 million, co-financed by the "THALIA 2021-2027" program. To support the system, the procurement of equipment, such as pre-paid bins, vending machines and electric vehicles, is planned, with an estimated cost of €45-60 million. At the same time, the development of a digital platform for waste monitoring and management is underway. The first phase (2026) will require €15 million and will focus on source separation of organic and recyclable materials, as well as strengthening the existing separate collection. The second phase (2027) will require €30 million and will extend the system to all producers and households in Cyprus. The system is expected to significantly improve waste management and promote sustainable development.
