US Proposes 15-Year Security Guarantees to Ukraine

The United States has proposed “robust” security guarantees to Ukraine for a period of 15 years, with the possibility of extension, against Russia. Volodymyr Zelenskyy stated that he had requested a longer duration for the guarantees from Washington, suggesting 30, 40, or 50 years. Donald Trump reportedly said he would “consider” the possibility of a longer duration. The security guarantees are a prerequisite for lifting the martial law in effect in Ukraine since the start of the Russian invasion in February 2022. According to Zelenskyy, the guarantees will include measures that have already been discussed, such as a security mechanism similar to NATO's Article 5. Zelenskyy estimated that the presence of “international troops” in Ukraine would be a significant and “real” security guarantee, boosting the confidence of citizens and investors. A plan for economic support for the reconstruction of Ukraine, involving American businesses and a possible free trade agreement, was also discussed. Kremlin spokesman Dmitry Peskov agreed with Trump that talks to end the war in Ukraine are in their final phase. The new US proposal is a revision of a previous plan, which Kyiv had deemed too close to Russian demands.
